- apply latest AGENTS and DoD templates

- replace PowerShell reconcile script with shell-based reconcile workflow
- add .gitattributes, .editorconfig, and project-local git hooks
- configure .githooks as core.hooksPath
- refresh .gitignore entries from the shared standard
